[Pkg-mailman-hackers] Bug#363385: mailman: Explicit zero epoch causes apt-get to endlessly treat as needing upgrade

The explicit zero epoch in this version of the Mailman package exposes a
bug in apt-get: the package is perpetually considered in need of
upgrade, and apt-get reinstalls it every time an upgrade or dist-upgrade
is done.

The current package should be repackaged without an explicit zero epoch
in its version number, as soon as possible.
