The problem is that apparently the archive management tools have the
same bug. Possible solutions would be :

    a) convince an ftp-master/someone familiar with the tools to fix
       the bug in the archive tools,
    b) convince an ftp-master to manually work around the bug once,
    c) accept we now have a useless epoch and be done with it.
