[Pkg-mailman-hackers] mailman 3.2.1-1+deb10u1 for Debian buster unpublished

Mailman 3.2.1 contains a bug that makes the import21 command fail under
certain circumstances [0], which is fixed with Mailman 3.3.

As I have discovered in the mailman3 Debian source repository, over half
a year ago the fix has already been backported for Debian buster to
Mailman 3.2.1 [1], and with 3.2.1-1+deb10u1 a new version of the
mailman3 package has already been prepared.
However, it seems like mailman3 3.2.1-1+deb10u1 has never been
published, as the current version in the Debian buster apt repository is
still 3.2.1-1.

Is there a specific reason for this or is it simply an oversight?
