Unfortunately packaging Mailman 3.3 for buster-backports would involve
backporting quite a few dependencies.
We just don't consider it worth the effort and instead would advice you
to upgrade your Mailman3 box to Bullseye - which is about to be released
as next stable release in two or three months.
