I think there is a misunderstanding here, my question was not about a
possible backport of Mailman3. I was just wondering why the version
3.2.1-1+deb10u1 of the mailman3 Debian package, which contains among
other things the fix for the import21 bug, was never published, although
it is already prepared on the debian/buster branch in the source
repository for a long time [0].

For myself I fixed the issue by building the debian/buster branch, which
produced mailman3 3.2.1-1+deb10u1.
