Bug#870121: mate-power-manager: sometimes hits not-reached assertion on startup

mate-power-manager is not starting when I log in anymore.  It logs the
following to ~/.xsession-errors.

  ERROR:gpm-kbd-backlight.c:342:gpm_kbd_backlight_on_dbus_signal: code should not be reached

Running it by hand the first time produced the same result.  Running a
second time caused it to start.

I believe this issue is preventing my screen from locking when I suspend
my laptop.  I've seen that issue on two separare Thinkpad X1 Carbon
laptops, both at home and at work.  On the work laptop, the machine does
not suspend at all.
