This appears to be caused by the upgrade of upower from 0.99.4-4+b1 to
0.99.5-2.  With the upgrade, even if mate-power-manager starts, it ends
up crashing on suspend.  Once I donwgrade upower, mate-power-manager
suspends and restores as expected, locking the screen as normal.
