Provided that you committed all your changes to the packaging to git,
you can just generate the debian/changelog automatically with:

git-dch --auto

However, you should still review the changelog before committing it. For
example, no entry should be longer than 80 characters and you should
keep using the canonical scheme that Mate is using now for the phrasing
and formatting of the changelogs.
