I think this isn't really a bug but personal preference. Why would you
knowingly click a tab a second time when you know it's already in focus.

The current behavior is predictable and not erroneous, the double click
sets the focus to the tab so you can cycle through the tabs with your
cursor keys.

I'm setting this as wishlist.
