If you run panctl with:
TERM=dumb panctl
It echos every key pressed a number of times proportional to the
number of times enter has been pressed:
phaktory!ieure:~$ TERM=dumb panctl
panctl> help
Error: the following arguments are required: command (see
help)
panctl> hheellpp
Error: the following arguments are required: command (see
help)
panctl> hhheeelllppp
Error: the following arguments are required: command (see
help)
panctl> hhhheeeellllpppp
Error: the following arguments are required: command (see
help)
panctl> hhhhheeeeelllllppppp
Error: the following arguments are required: command (see
help)
panctl> hhhhhheeeeeellllllpppppp
Error: the following arguments are required: command (see
help)
panctl> hhhhhhheeeeeeelllllllppppppp

I know panctl has a curses popup completion thing, but it should
fall back to reasonable behavior when TERM=dumb -- which is the
case when I run it inside Emacs.
