That's the new build scripts that export them, unfortunately. I didn't
care in iceape because no other package were building against iceape-dev
and requiring something that is not in xulrunner-dev (i.e. the mailnews
APIs).
You should find a way to export the development files from the icedove
build system. Check with Alex in case he got that done.
