[Pkg-mozext-maintainers] Bug#905816: xul-ext-form-history-control: rename to webext-form-history-control, set correct dependencies

Since the package no longer works with Firefox ESR 52 from Debian
unstable and earlier, please rename it to webext-form-history-control and set the dependencies to prevent installing it with Firefox ESR 52.
Right now it doesn't work with firefox-esr from Debian unstable.
