for Thunderbird this isn't true.

The user can always install a add on locally. And this local installed
extension will get used in precedence to a global installed extension.
For the user it's not directly visible if he is using the Debian package
or a local installed add on. And that is tricky.

The only way to distinguish is to have a look at the overview of the
extensions. If you can only disable a extension than this is the global
installed variant.

But this might be different for Firefox.
