I've got Firefox ESR 60.5 runnin in Debian buster:

I have uMatrix 1.3.16 running from addons.mozilla.org with a lengthy
list of rules. It works correctly: export/import work, so does
backup/restore.
I have a somewhat heavily customized Firefox configuration as well, but
I'm not sure which specific config could affect the debian package (as
opposed to the app).
To reproduce the problem, I do the following:
1. uninstall ("remove" in the addons menu) uMatrix
2. quit Firefox
3. apt install webext-umatrix
4. start firefox
5. disable and enable the uMatrix extension (otherwise the preferences
do not show up)
6. go in the preferences
7. try to import the backup (seem to work but has no effect)
8. try to import the "export" (no effect)
