What version of enigmail was this present in? I don't see any obvious
references to it in the revision control history for the debian
packaging (see https://salsa.debian.org/debian/enigmail/), and i only
see a reference in debian/changelog is from 2004.
The only version i was able to find it on in the archive is in jessie
(version 2:1.9.9-1~deb8u1):

but i don't see any reference to it in stretch (oldstable) or buster. I
also don't see it referenced on a system i run which has had enigmail
installed continuously since before jessie, so i'm pretty unclear how
this is happening for you (perhaps it was only added in some jessie
point release, and my system was running testing already?)

If you want to supply a patch to clean up this configfile and it looks
reasonable, i'd be willing to merge it, but i'm not inclined to write it
myself. adding maintscripts to a package that doesn't have any
maintscripts always makes me sad :)
