I understand that dropping the migration wizard in bookworm makes sense, 
but for the buster -> bullseye upgrade, it would definitely be good if 
the migration wizard is present.
I saw #975975 (thanks for that), but we can't really be certain, that 
people always have the latest stable updates installed.
