ffmpeg status?

The idea arose in my head when we discussed if libavutils-dev must 
depend on libavcodec-dev and if this package in return must or must 
not depend on libavutils-dev itself. By regrouping them in ffmpeg-dev 
we simply circumvent conflicts and circular dependencies among the 
-dev packages.

Packages that only build against libavcodec could then depend on 
ffmpeg-dev (which will install all the headers and libraries - even 
the unnecessary ones) and link against libavcodec as always. If the 
application is linked dynamically, the resulting package will only 
depend on libavcodec51.
