Regarding the cleanup of debian/ I suggest the following steps to 
start with:
- Remove strip.sh and fixup-config.sh, which were only needed to strip 
the source and fix compilation afterwards
- Remove lib*-unstripped*.install, because we do not build these 
packages from the "master" branch anyway
- Remove lib*.lintian-overrides, because the fact that we already know 
about the PIC issue does not mean that we should override the warning 
(source.lintian-overrides is IMHO allright, though)
- Revert confflags to *not* build static libraries for the -extra 
flavours (in general: let's not build anything else than the shared 
libs for the -extra packages)
- Various cleanups in debian/rules (we still check for the 
internalencoders variable, we set NUMJOBS once in debian/rules and 
once in debian/confflags, we still run strip.sh in the get-orig-source 
rule, maybe some cleanups in the case differentiations for debian vs. 
debian-ffmpeg, .etc..)
- only use documented parameters for helper programs (confflags: grep 
-m? and debian/watch: sed 's/.../.../i'?)
