audacity 1.3.8-1 ready for upload

And it should really be reported upstream, since audacity already 
looks up the system locale (src/Languages.cpp: 61), looks up if 
translations are available in this language and then nevertheless asks 
the user to choose the language. If the chosen language is different 
from the locale, the user gets even warned (src/LangChoice.cpp: 125), 
so why does it ask then in the first place?

The directory is supposed to be created at runtime (src/FileNames.cpp: 
123) for reasons i wasn't able to find out yet...

This is unreproducible on my machine.

However, I don't think we should upload audacity with the second issue 
(directory creation in /usr/share/) still unresolved. I am sorry but 
my C++-abilities are not developed enough to provide a fix for the 
first issue (locale selection) in reasonable time. :(
