audacity 1.3.8-1 ready for upload

I have reported both issues on the upstream mailing list.

Additionally, the audacity developers have decided to not support 
ffmpeg 0.5 release anymore but only TRUNK in audacity 1.3.8, so I 
really don't think this package should go into Debian (well, maybe 
experimental) at the moment.
