Could they store their upstream debian/ in another branch / location?
It's a relatively bad idea to have the debian/ upstream; it might not
work for all Debian-ish distributions and distro people who know how to
maintain this stuff across transitions etc. don't have all upstream
commit access. Also, as Reinhard noted, the .diff.gz format doesn't
allow for file removals and this can cause issues when we need to
remove a file from upstream's debian/ (e.g. rename).
