You can create your packages in your current environment, but yes you
should build them with pbuilder/cowbuilder to ensure the proper libs
are used.

cowbuilder is a program of the cowdancer package:

If you don't have to use it frequently pbuilder is fine, OTOH
cowbuilder is faster but also a bit trickier sometimes.
