Bug#721105: synfig: B-D on libavcodec-dev, libavformat-dev and libswscale-dev unused

The code to detect the availability of libavcodec and libswscale seems
to broken. Although they are listed in Build-Depends, the configure
script doesn't detect them:

| libswscale ----------------------->

Please either fix the detection of the libraries or remove the useless
build dependencies on libavcodec-dev and libswscale-dev.
