My interpretation of the DFSG is that in this case the source for
Dokumentation_German.pdf is missing, because a pdf is not the
preferred form of modification (or is it?). That would mean we need to
strip it from the source tarball.

I agree. But we need to resolve the issue. Either the file itself is
the preferred form of modification (and we document that in the
copyright file), or we need to remove it from the tarball.
