Dear Maintainer,

Currently libav doesn't build on ppc64el because it uses altivec and it is still
failing on ppc64el, causing the package to FTBFS.

I am attaching a patch to disable altivec on ppc64el at the moment. Ubuntu is
also using the same patch.
