lives: Depending on plugins? Suggesting with archs?

hi,

i wonder why lives has a *hard* dependency on frei0r-plugins.
will it refuse work if that set of plugins (that are dlopen()ed) are not
present on the system?

i would like to move it to 'Recommends', to allow for more flexibility
for installations.

i also wonder why there is an arch-specification in the 'Suggests':
 "Suggests: libdv-bin[!hurd-i386]"

what problem does this try to solve? (i mean: if hurd-i386 lacks
libdv-bin, this wouldn't be a problem as a "Suggests" need not be
installed for the package).
