afaik, these days parallel builds are enabled by default, unless
explicitely turned off by the maintainer.

at least the failing build logs includes a line
> DEB_BUILD_OPTIONS=parallel=5

(when printing out the "user environment", just before running
dpkg-buildpackage)
i don't see any use of "make -j" though.
