Bug#779886: libavc1394: Building with noopt fails: -00 should be -O0

When attempting to build the package libavc1394 with noopt in DEB_BUILD_OPTIONS,
configure fails early:

configure:3226: gcc -g -O0 -fstack-protector-strong -Wformat -Werror=format-security -00  -Wl,-z,relro conftest.c  >&5
gcc-4.9.orig: error: unrecognized command line option '-00'

It seems there is unnecessary code on debian/rules that adds -00 (two zeroes!)
to CFLAGS.
