Indeed, that's interesting.

We could try locate and get in touch with the copyright holder of the 
SVG, and ask kindly if he agrees to relicense, also making him aware 
that arguably¹ he has no choice.

According to metadata of the file, his name is Michael Grosberg and he 
used Windows² at the time.  A Michael Grosberg have been active on the 
Inkscape developers' list, so maybe his email is in some commit message 
or his list posts hare unscrambled somewhere...

Anyone who wants to try contact Michael?
