Two autdio packages for adoption

since libsamplerate is a dependency of chocolate-doom, which I already
maintain, I am interested in maintaining this package in Debian as
well. (I could also have an eye on libsndfile, which interests me as
well.)

I am currently on vacation with little free time for Debian activities,
but I plan to add myself to Uploaders once I am back home next week.
