Two autdio packages for adoption

i've adopted both packages on behalf of the pkg-multimedia team (moved
them into the team's git space, changed the maintainer's field).
i've added myself to the uploaders, but not fabian or anybody else
(please do that yourself at your earliest convenience).

i've also updated the libsamplerate package to 0.1.9 and uploaded it to
unstable.
