I won't grant you DM for the pacakge (you really need IOhannes for
that), but I took the liberty of sponsoring the update.  A couple of
remarks:

* the latest standards-version is 4.0.1.  If you didn't know that please
  subscribe to debian-devel-announce and follow it
* using 'debhelper (>= 10~)' is pointless: stable has > 10 already, and
  oldstable-bpo does as well: there is no suite with version "10" to
  backport from
* the short description of libqm-dsp-dev says "headers" but it also
  contains the architecture-dependant symlink for the development
  library; personally I'd drop that word.
* I find that gbp's postclone thing very weird: there is pretty much no
  way a random guy that clones and plans to upload the package runs it.
  Also, I have follow-tags in my ~/.gitconfig, and I deem to be able to
  deal with the .pc directory (btw, I usually add it to the main
  .gitignore file in my own packages) - just a comment on the weirdness
  in my opinion :)
