Hi...
Just syncing is of course the first, minimal step. But bottom line is
that a lirc user could set the (typically secondary) device to anything,
it's just a config file. So a compile-time setting will not make in the
long run. Other apps e. g., mythTV has it as a runtime configuration,
and that's the proper patch be it a part of a config file, the menu
system or an environment variable.
It's only a fraction of the lirc users which doesn't use
/run/lirc/lircd, but a fraction is not zerao.
