[debian-mysql] MariaDB: oqgraph workaround for Ubuntu 14.04

This issue also applies for mariadb-10.0 in current Debian Sid and
thus I removed OQGraph from there too. In both source trees the commit
where oqgraph was disabled is tagged "disabled-oqgraph" for easy
re-visiting later.
