Hi Otto,
why not to provide by default Galera enabled version and just omit none-galera
one? Galera is happy enough to run as single machine and if you want cluster
you will just have to change 1 line in config to achieve it.

Don't you think this is going to be slightly better solution (1 pkg to
maintain & 1 pkg in repo called mariadb)?
