Upstream has a reason for distributing the two separate versions. So
I would ask them why they think it is worth having the two separate
binaries before deciding to just ship the Galera enabled versions.

I suspect it is because the patches that Galera require are somewhat
invasive and for non-Galera users that may not be an acceptable risk.
