It syncs automatically providing autosync is turned on (generally until
Ubuntu's Feature Freeze nowadays) and the latest in Ubuntu (including
-proposed pocket) doesn't have the string "ubuntu" in the version
string. So in this case it synced automatically.
However...

This is currently preventing the package from entering the Xenial
release pocket, so if Xenial released tomorrow it would ship with
10.0.22-0ubuntu1 only. It looks every version since failed to build on
one architecture or other, although this isn't necessarily the only
reason. Details at: https://wiki.ubuntu.com/ProposedMigration
If you think a particular build failure is spurious (as opposed to
reproducible), let me know and I can ask Launchpad to retry.
In this case it looks like a platform or build environment issue to me.
I will try and remember to ask about this when I'm back at work in
January, but please ping me if I forget.
