I'm not clear on exactly what you're asking.

15.04's packaging should no longer be following Debian testing as it is
released. It is effectively a branch and we'd need to update it
specifically under SRU policy, but I see that you're doing that already
using the ubuntu-15.04 branch? If there's a problem with this then I'm
happy to help but maybe you're asking about Xenial rather than Vivid?

Xenial did carry forward my delta but I have synced it and from
Launchpad[1] xenial-proposed is now on 10.0.22-1. It is not migrating to
xenial because of the FTBFS on some architectures. I believe any further
uploads to Debian unstable should automatically sync now that
xenial-proposed does not carry a delta.

I see that you've uploaded 10.0.22-2~exp1 to experimental but Ubuntu
won't automatically sync experimental. I can do it manually though if
what is in experimental is suitable for Ubuntu and that's what you need?

So I think the delta you're referring to is already dropped, but if I've
misunderstood please could you clarify? Or feel free to find me on IRC.
