I had the usertags in the templates:

==> default-mysql-suggests.tmpl <==
User: pkg-mysql-maint at lists.alioth.debian.org
Usertags: default-mysql default-mysql-suggests

Hi!
...

==> default-mysql.tmpl <==
User: pkg-mysql-maint at lists.alioth.debian.org
Usertags: default-mysql default-mysql-depends-recommends

Hi!
...

These are however empty, so apparently it didn't work as expected:
https://bugs.debian.org/cgi-bin/pkgreport.cgi?users=pkg-mysql-maint@lists.alioth.debian.org;tag=default-mysql-suggests
https://bugs.debian.org/cgi-bin/pkgreport.cgi?users=pkg-mysql-maint@lists.alioth.debian.org;tag=default-mysql-depends-recommends

I am sorry, this was my first time filing bugs with mass-bug and using
usertags..
I don't know any tools to mass update bugs with usertags and I don't
have time today to research on the subject. There is no
'mass-bug-update' at least.
