Two different files.  libmariadb/dbug.c is the one you are referring to.  
cmake/FindIconv.cmake is the one with no license, which means it isn't 
distributable as is.

You didn't mention in your request this was a source package rename.  In this 
case, the lack of a copyright license for cmake/FindIconv.cmake is a serious 
bug, but accepting the new package wouldn't make the archive less free, so I 
would not have rejected just on that.

If you re-upload it with the other debian/copyright issues fixed, I won't 
reject because of just that.  I will, however, file a serious bug, so you'll 
have to deal with it eventually.  I would encourage you to determine the 
license of cmake/FindIconv.cmake and appropriately document the license as 
well.  This should be coordinated with your upstream.  Google has many copies 
of this code with licensing information intact, so this shouldn't be too 
difficult.
