Hello Scott!
It's not "no license" but public domain. Please note line: " I have
decided to simply make it public domain to further its unrestricted
use."
The package is already in Debian with the name "mariadb-client-lgpl"
(this upload is a rename designed by Daniel Schepler). If you think
the upstream package is not Free Software and does not comply with the
DFSG you should remove that package too. (But I of course hope you
reconsider.)
