I don't think not using uring on latest Ubuntu is a good tradeoff. I'd
rather have uring available for users (which all run newer kernels)
and the testing for regressions covered by Salsa-CI and autopkgtests
both in Debian and Ubuntu. Not having Launchpad tests builds is
something we can live without for a while.
To my understanding it is not possible to build with io_uring, yet
skip it during runtime. If that is indeed possible, then we need to
reopen https://jira.mariadb.org/browse/MDEV-26569 and get upstream to
make the "skip io_uring during runtime if kernel is missing it"
implemented.
