[debian-mysql] MariaDB 10.6 for Debian packaged

Hi!

There is extensive documentation in debian/README.*
They contain build commands you can simply copy-paste. You can also read
the Salsa CI logs or official Debian builder logs and repeat locally what
they do.

Note that the autobake-deb is an upstream buildbot script and not used for
any official Debian builds. In Debian the sources are built using standard
git-buildpackage/debuild/dpkg-buildpackage workflows (they all use
essentially the same debhelper tools but have also some extra glue to run
the full process from start to finish).
