[debian-mysql] Galera updates in Debian

Hello!

I have uploaded the latest versions for Galera 3 and 4 to Debian
unstable. I have also stable updates pending:

Upstream and downstream Debian packaging delta has been minimized and
improvements in them are usable in both directly.

I am not actively involved in any Galera production use in my current
work, so don't expect from me Galera packaging improvements in the
near future, I will just stick to the bare minimum work of importing
upstream updates.
