[debian-mysql] Request: Sync MariaDB 1:11.4.3-1 and Galera-4 26.4.20 to Ubuntu 24.10 "Oracular"

Hi Otto,

I created feature freeze exception bugs for the packages to notify the
release team of the updates - LP: #2078962
<https://bugs.launchpad.net/ubuntu/+source/mariadb/+bug/2078962>, LP:
#2078964 <https://bugs.launchpad.net/ubuntu/+source/galera-4/+bug/2078964>.
Given that both upstream releases are focused on bug fixes though, updating
shouldn't be an issue. I will make sure both get synced soon.
