Installing nagios-text and nagios-plugins fails as 
nagios-text cannot be configured becuase it depends on 
nagios-plugins and nagios-plugins cannot be configured because 
it requires /etc/init.d/nagios provided by nagios-text.
The system exhibiting this bug is running woody with nagios-plugins &
nagios-text backported from backports.org.

a couple things:

- this is a backports.org version of the package, so we can't be
  held responsible if it doesn't work.
- nagios is now maintained by a team of developers, and there is
  a new version available (already in sarge) which fixes a couple
  dozen bugs from the old versions.

with both of these facts in mind, i'm going to close this bug.
you might want to inform the backports.org people about the availability
of the newer nagios packages.
