Recommends is correct for me.
As you said, nagios-pgsql can work without libdbd-pg-perl but if I want 
to install nagios-pgsql, I certainly need this module to use nagios with 
postgresql. Instead, I can install nagios-text or nagios-mysql (There's 
a Recommends for nagios-mysql about libdbd-mysql-perl ?).
