No, that would be a NMU number and noone of us needs to NMU, we are all
in Uploaders (Maintainer is this list).
We simply increment the number when we start with the next version after
an upload and keep that number until it is uploaded.
And everyone simply adds changelog entries to this one version, with his
name and stuff like i mentioned in the first mail.

cvs commit your changes with a useful log message (you know, it gets
mailed to this list). After that do a cvs tag v_2_1_2-4 is you want to
tag all files as version 2:1.2-4.

Well, it had tag fixed, so i closed it with one of my two bug-cleaning
messages.

If you mean debian/rules and stuff - yes, they do need it.
Please wait a bit, Im doing some work there right now. See my first
changes commit for details. :)
