well, that has NMU feel, but then again, that's kind of what's going
on.

another thing to do would be to keep adding things to the next
current changelog entry, having "*** NOT YET UPLOADED ***" in the
first line. then, when we make a release, we delete that and upload.
this is what i do for my packages and it works fine (lintian reports
an error if i try to upload with that sentinel in place).

given that i am really unable to devote time right now, i am going
to sit in the background for a while and will only discuss on this
list. i hope you can forgive me.
