i'd suggest your first option ^^.
since nagios-plugins-basic has a very minimal set of dependencies itself,
installs no daemons, or does anything else besides taking some small amount
of extra disk space. also most people with nagios-snmp-plugins probably
also want the basic plugins package too.

i think in this case it wouldn't be theend of the world to havea duplicate
of this one file either, but on general principle i'd still go for the
first option.
